Pat Colgan
Chief Executive
Pat joined the SEUPB in September 2004. Prior to his appointment he had been involved in the design, delivery and evaluation of EU-funded programmes in the Member States of the EU for the previous ten years. He came to the SEUPB from Vienna where he worked for the Austrian Institute for Spatial Planning and Regional Development. During his time there he was responsible for evaluating the efficiency of implementation of Structural Funds in all the Member States of the EU.
He also had overall responsibility for the INTERACT Programme. He had previously worked with government departments in a number of the new Member States and accession countries such as Cyprus, the Czech Republic, Croatia and Slovakia.
He is a member of the European Grouping of Territorial Co-operation (EGTC) Expert Group set up by the EU’s Committee of the Regions.
Pat, a former languages teacher, speaks fluent French, Spanish, Italian and German and holds a Master’s degree in Economics from Trinity College Dublin. During his time at Trinity Pat got involved with the EU Commission and subsequently went on to work for KPMG on an EU funded cross-border co-operation initiative aimed at encouraging private companies in Northern Ireland and Ireland to sell to each other.

Gina McIntyre
Director, Corporate Services
Gina is responsible for the Certifying Authority and the financial management of the SEUPB's role in managing the PEACE and INTERREG Programmes. She oversees a range of other corporate services including, Human Resources, Communications and Information and Communications Technology. Gina is a qualified chartered accountant who trained and qualified with Coopers and Lybrand. Before joining the SEUPB in 2003, Gina gained extensive knowledge of managing the distribution of cross-border PEACE funds during her work for Co-operation Ireland.

Howard Keery

Howard joined the Special EU Programmes Body in 2007. Before his appointment, Howard was Head of European Programmes in the Department for Enterprise, Trade and Investment where he had extensive involvement in the delivery of European Union programmes. Howard has enjoyed a varied career in the civil service working in amongst others, Youth Training and the Information Systems Unit.

Shaun Henry
Director, Managing Authority
Shaun has been working with the SEUPB since 2002. During the programme period 2000-2006 he was the Director of the Peace and Reconciliation Programme (PEACE II) and the INTERREG IIIA Programme. Shaun was seconded to the Ministry for Regional Development in Romania for the period 2007-2009, to advise on the implementation of EU structural funds. Following his return to Belfast in 2009, Shaun has been appointed as the Director of the Managing Authority for the PEACE III and INTERREG IVA Programmes.
Prior to his employment with the Special EU Programmes Body Shaun worked in the Rural Development Council, Northern Ireland and before that he had the experience of working in East Africa - two years with Ireland Aid under the Department of Foreign Affairs Ireland and five years with Concern Worldwide.
Shaun has a Degree in Agriculture, Masters in Forestry and an MBA in Business Administration.
