In order to receive INTERREG IVB or IVC funding, projects have to be transnational. This means that a project must include partners from other countries within the eligible area of the relevant programme. "Transnationality" should furthermore be reflected in what the project aiming to address, in its partnership and its everyday activities.

A transnational challenge cannot, by its very nature, be tackled satisfactorily at total, regional or national level without transnational co-operation. These are usually challenges which have a territorial impact affecting a transnational area, across national and regional borders.

Such a challenge could be or may have been addressed at the local, regional or national level, but transnational co-operation would bring more innovative and more efficient solutions. This common challenge should be dealt with in a transnational way which yields real benefits to all project partners. This should be clearly demonstrated in the project application.
