SEUPB - Practical Project Guidelines

The SEUPB has designed a number of practical project guidelines which are essential reading for all project promoters. These guidelines contain important information useful to applicants and promoters throughout the project lifecycle.

These documents clarify the working procedures you should abide by in order to submit and implement a successful project. Project lead partners are advised to regularly check this programme section as this will be updated with new project guidelines.

This practical implementation tools should be read in conjunction with the Guidance Notes issued by the Managing Authority at SEUPB for the PEACE III Programme and any other guidance provided to the lead partner.

• Flat Rate on Overheads- Successful projects are allowed to claim indirect costs/overheads at a flat rate of 20% of the approved direct labour costs if this is deemed the project's preferred option. All partners within the same project must apply the same method to overheads. Applicants are encouraged to incorporate this into their project budget strucuture.
• Lead Partner Principle - Applications to the PEACE III Programme are submitted by the Lead Partner on behalf of the Partnership. The role of the Lead Partner brings with it added responsibilities. Please read this background information carefully to understand the role you are taking on.
• Aid for Peace Approach - The Aid for Peace Approach is an evaluation methodology for examining peace building interventions.
• Checklist for Large Scale Capital Proposals - A checklist has been developed to assist projects that may involve any capital development. This is designed to assist you in considering all of the elements that should be included when your project has a capital element.
• Implementation guidance on submission and payment of claims -The SEUPB has undertaken the role of the controller responsible for the adminstrative, financial, technical and physical verification for all claims for grant with the exception of Priority 1.2 PEACE III.  Please read this background information on the submission and payment of claims.
• Partnership Agreement Template - A template that has been devised to assist successful projects in putting together their partnership agreement. This is a suggested template, it must be negotiated between partners and tailored to fit each project partnership's individual needs.
• Project Communication Plan template - A Communication Plan template that has been devised to assist potential Programme beneficiary projects with their applications. For further information please contact the Communications Team directly.
