The Strategic Environmental Assessment (SEA) was undertaken by ADAS during 2014.
The SEA is a systematic process for evaluating the environmental consequences of proposed plans or programmes to ensure environmental issues are fully integrated and addressed at the earliest appropriate stage of decision making, with a view to promoting sustainable development. The process of SEA was introduced under European Directive 2001/42/EC12 on the assessment of the effects of certain plans and programmes on the environment (SEA Directive), and came into force in 2001.
The Directive requires SEUPB, as the programming authority, to assess the likely significant effects of its plans and programmes on: "the environment, including on issues such as biodiversity, population, human health, fauna, flora, soil, water, air, climatic factors, material assets, cultural heritage including architectural and archaeological heritage, landscape and the interrelationship of the above factors" including "secondary, cumulative, synergistic, short, medium, and long-term, permanent and temporary positive and negative effects."
